Administrative / biographical background

The Whitchurch Incorporation of the Guardians of the Poor was formed by an Act of Parliament in 1792. A House of Industry was established at Deer Moss in 1791-1794 and was enlarged when the dissolved Whitchurch parochial incorporation was merged into the new Whitchurch Union in 1854. The Union's functions were taken over by the County Council in 1930.
