The form of these returns is set out in Schedules C(No.1) and D in 16 & 17 Victoriae c 97, An Act to consolidate and amend the laws for the provision and regulation of lunatic asylums.... 20 August 1853. They were to be prepared by the Clerk of the Asylum and the Clerk to the Board of Guardians. The Board of Guardians' return listed all lunatics chargeable to the parish or union. The Asylum's return listed all lunatics in the Asylum and to whom they were chargeable.
