Brief against a bill to empower the local board for the district of Padiham and Hapton to construct and maintain additional water works.

Brief against the bill on behalf of Col. Le Gendre Nicholas Starkie of Huntroyde, who believes the bill to be more in the interests of Mr Richard Fort, owner of Sabden Print Works, than in those of the local board. Col. Starkie also believes the bill to be to his disadvantage and proposes an alternative scheme. He puts forward a very detailed case, with a great deal of information about the Sabden/Pendle area.
