111. Brownlow (Torquay, 4 Jan.), about alterations to the prison '... After the peremptory desire signified by the Higher Powers, we have no alternative'. Is surprised that Captain Williams, the abusive inspector, 'has met with so much countenance from the present Home Secretary, as his appointment took place under the late Government'. 'He seems to be an officious sort of fellow, and I suppose he thinks that unless he can find fault, he would not be worth his salt! Prisons are already too much like palaces, and when all the comforts are provided, which are now to be carried out, delinquency will be almost at a premium!'
118. Henry Williams to Frederick Burton, 9 Feb. M.P. Moore does not consider that the gaol sessions are a court of record for general county business and declines to let Burton file such documents as the appointments of undersheriffs
120. Brownlow (Torquay, 22 Feb.), hoping the alterations will not cost more than £3,000. Even that charge 'will fall rather heavily in the County at this particular time, especially as further demands will be made in most of the districts for Lock-up Houses etc.'
126. Brownlow (Torquay, 12 Mar.), requesting a list showing how the magistrates voted on the election of a new surgeon. [See CoC4/1/6 above.]
