Constance Hall was born on 17 June 1853. She was a resident of Chelsea where she practiced as a scholar teacher and was principal of Catharine Lodge School in Trafalgar Square. She later moved to Wimbledon to become headmistress of a girls' school there. Hall died in 1895.
A collection was made to pay for a plaque in St Luke's Church, Chelsea and to establish a life annuity in her name. An annual gift was paid out of the fund to Constance's sister Alice. In 1931, the Institution took over the administration of the fund. Following the death of the last life annuitant in 1934, the Institution used the funds for the foundation of a Constance Hall Annuity of 30 pounds.
