The Northern Ireland category was created in 1986/1987 as a heading for all grants, regardless of theme, relating to Northern Ireland. Most Northern Ireland grants had hitherto been made by the Barrow and Geraldine S. Cadbury Trust as part of its peace portfolio or by the Paul S. Cadbury Trust as part of its neighbourhood development remit. Grants in both areas were immediately incorporated into the new Northern Ireland category. The Fund continued to support the work of both trusts depending on the charitable status of the grantee.
Total outlay for Northern Ireland grew from the modest level of £56,250 in 1986/1987 to £261,270 in 1992/1993. During this period the Barrow and Geraldine S. Cadbury Trust expanded its portfolio in Northern Ireland to include employment projects. Recipients include the Derry Unemployed Workers Group, the Ulster Quaker Services Committee, Enniskillen Together, the Committee on the Administration of Justice and the Independent Commission of Enquiry for Northern Ireland. As these organisations demonstrate, a wide variety of grants were made under the Northern Ireland heading, ranging from employment to peace.
Most Northern Ireland grants were administered by Eric Adams though some were transferred to Joe Montgomery. Adams' files were assigned the informal file reference number twenty-one. This same reference number was used by Anthony Wilson to denote office correspondence files and care should be taken not to confuse the two uses. A typical file created by Adams might read '21/8' to denote 'Northern Ireland/the eighth grant organisation assigned to the Northern Ireland heading (in this case Fellowship of Reconciliation in Ireland)'. The preponderance of Montgomery's grant files are labelled in the following pattern: 'JM/I/1' to denote Joe Montgomery/the letter 'I'/the first of Montgomery's files from an organisation with a name beginning in 'I'. Many variations can be found in both file reference styles.
Following the merger of the Paul S. Cadbury Trust with the Barrow and Geraldine S. Cadbury Trust in 1994 a general reorganisation of grant classifications occurred. Under this reorganisation Northern Ireland grants were assigned to either the Gender or Reconciliation Programmes as project sub-categories. A Northern Ireland Programme led by three Relevant Trustees was created that same year to advise on grants in both categories. In 1995/1996 the Northern Ireland category was reinstated as a separate entity under the broad auspices of the super-heading 'community democracy' with the aim of promoting of a just and peaceful civil society. Separate Northern Ireland Programme Relevant Trustees were retained until 1996. The largest grant recipient at this time was the Fermanagh Trust with an annual Trust commitment of £50,000. In 1997/1998 the Northern Ireland category was again deleted with its grants reassigned to the Gender Programme and the Justice and Peace Programme.
