Administrative / biographical background

This committee was appointed by the Council on 9 Feb. 1836 under the Municipal Corporations Act of 1835, which required borough councils to appoint Watch Committees with responsibility for providing adequate police forces. In Chester, under private Acts of 1760 and 1803, responsibility for providing a watch etc. rested with the Police Improvement Commissioners, but their powers relating to the police were transferred to the Council in Feb. 1836. The first meeting of the Watch Committee was held on 12 Feb. 1836
