The Rural District of Ashwell created under the Local Government Act, 1894 contained the parishes of Ashwell, Barkway, Barley, Hinxworth, Kelshall, Nuthampstead, Reed, Royston (until it became an Urban District in 1897) and Therfield. These parishes had constituted part of the former Royston Rural Sanitary District, the remainder of which District became Melbourn Rural District (Cambridgeshire). From 1 April 1935, under the County of Hertford Review Order, Ashwell Rural District Council ceased to exist. Its area became part of Hitchin Rural District, which itself became part of North Hertfordshire District from 1 April 1974.
