The 2nd Earl of Leicester (from 1843) and his agent Samuel Shellabear (from 1864) were both Wells Harbour Commissioners. The Earl of Leicester owned much of the land affected by successsive embankments.
These plans and papers were stored in a tin trunk marked 'Wells Harbour Papers'.
