Administrative / biographical background (Historical or biographical information about the creator of the record and the context of its creation)

In 1982, the Secretary of State for Wales, Nicholas Edwards MP, announced his decision to establish an advisory body for local authority higher education for Wales. The body was to be called 'The Wales Advisory Body for Higher Education' and was to comprise a Committee and a Board. The primary functions of the Committee were to advise the Secretary of State for Wales on the apportionment of the advanced further education pool; advanced course approval; teacher training; and also to monitor the actions of the local education authorities and liaise with university and voluntary sectors of higher education. The Committee was to comprise a chairman, who was to be the Parliamentary Under Secretary of State, and eight local authority elected members. The Board was responsible for assessing the existing provision for local higher education in Wales and advising the committee of its recommendations. The Board was to consist of representatives from industry, business and education. The Committee and Board were to be supported by advisory panels concerned with the advanced further education pool, advanced course approval and teacher training. In 1989 the Board was replaced by the Standing Working Group. The Wales Advisory Body itself was dissolved in April 1992.
