The migration category was created in 2009/2010 as part of a general reorganisation of Trust and Fund grant classifications. Originally entitled 'migration in Europe' this new category built on the migration work of the defunct Global Exchange Programme eliminated in 2008/2009. Migration grants were overseen by the Relevant Trustees of the Migration in Europe Programme and administered by Programme Administrator Ayesha Saran. The programme title was amended to 'migration' in 2013.
The Trust's Migration Programme aims to ensure that migration is managed in a way that does not disadvantage vulnerable groups of refugees, asylum seekers and migrants or established residents. It supports groups working with vulnerable migrants and campaigning for their fair treatment. The Trust also works in partnership with think-tanks, policy-makers, academics, funders and campaigners on research and policy work. An important ongoing priority is to help generate a more constructive, balanced and inclusive public and policy debate on migration and integration.
The Migration Programme funds, 1) organisations working with the most vulnerable groups of refugees, asylum seekers and migrants, particularly in Birmingham and the Black Country, 2) projects that provide a platform for migrants to speak out at local, national or international level, 3) campaigning organisations and grassroots groups seeking to influence the public and policy debate on migration, 4) work promoting greater understanding within communities and countering xenophobia, 5) work that broadens and deepens the public debate on migration and integration and ensures that it draws on shared values as well as evidence, and 6) policy research that promotes workable and fair policies in relation to immigration and integration.
During its first year of operation total Migration in Europe Programme expenditure by the Trust amounted to £825,259 as compared to £1,386,503 for the Criminal Justice Programme and £691,520 for the Poverty and Inclusion Programme. This figure amounted to £808,752 in 2010/2011, £921,626 in 2011/2012 and £1,192,702 in 2012/2013, the single largest programme commitment for this last year. Grantees during this period include Hope not Hate, CentreForum, Asylum Aid, Changing Minds, the European Foundation Centre, the European Programme for Integration and Migration and the Migration Observatory. The Trust also supported the Transatlantic Trends survey carried out by the German Marshall Fund of the United States into public perceptions on immigration.
The first migration grant files appear in 2009 and are generally labelled with the name of the grantee only. This programme category continues to operate together with the Criminal Justice Programme and the Resources and Resilience Programme as of 2014.
