A Boating and Baths Committee was established by the Council on 9 Nov. 1886 and the first meeting was held on 25 March 1887. Among other things, this committee was responsible for building the city public baths opened on 25 Sept. 1901, the architect being John Douglas and the builder W.M. Freeman. In Nov. 1902 the name of this committee was changed to Market and Baths Committee
