The society was founded in 1904 to act as a channel for charitable assistance to individuals, and was open to membership both by private subscribers and other charitable organisations, the mayor of Bury being ex officio President. It was based at premises in Agur Street and employed an agent as well as volunteers, to enquire into the circumstances of applicants for assistance and exclude the "undeserving poor". During the second world war, the society ran the local citizens' advice bureau and was heavily involved with assistance to servicemen and their families, and the change in the nature of it's work led to a change of name in 1945. The association was wound up in 1972, it's remaining assets being passed to the Bury Council for Voluntary Service.
