Mr Baldwin was a Civil Defence volunteer, 1960-1962 and admitted Associate of the Institute of Civil Defence in March 1962 (Z695/35). He was subsequently Assistant Secretary, later full Secretary and Treasurer to the Bedfordshire Federation, which had its headquarters at Kempston Manor. The Federation received a government grant of 10s per member and this was allocated by the County Treasurer to the various Civil Defence districts.
Mr Baldwin was also full-time County Recruiting Officer and Staff and District Officer to the East Bedfordshire area covering Sandy and Biggleswade. In 1967 he was allocated on loan to Bedfordshire Fire Service as the Civil Defence Corps was being run down and recruiting was in abeyance. The Corps was formally abolished in 1968.
