Administrative / biographical background

This project was originally known as Whittle District Centre. It was planned to achieve the maximum integration of design, construction and the operation of educational, commercial and community facilities. The facilities were to include a school, information centre, family services (welfare and medical clinics), a recreation centre with swimming pool and gymnasium, shops and a pub. Approval was granted on 16 June 1975. The Outline Plan decision which cut back the proposed population expansion for the New Town, and which led to the Lancashire County Council withdrawing the plan for a school, brought an end to the more ambitious plan for an integrated district centre.

Plans went ahead for a shopping supermarket (ASDA) and smaller shopping units (see NTC 20/1/21-31), a library (see NTC 20/1/61-63) and a sports centre (see NTC 20/1/66-85).
