Administrative / biographical background

In October 1890 a new petty sessional division was formed out of that part of the old Finsbury Petty Sessional Division falling within the new administrative county of Middlesex. This new division included the parishes of Hornsey, Finchley and Friern Barnet. It was given the name Highgate Petty Sessional Division. The name was taken from the village of Highgate part of which was in Hornsey parish. The justices of the old Finsbury Division had had a meeting place in Highgate from at least 1879 and the new division continued to be based there.
