Members [of Parliament] for county requested to bring in a Bill to explain and amend Act concerning pauper and criminal lunatics with clauses to following effect:-

1. That counties alone shall elect annually their visiting justices, and be enabled to fill vacancies caused by death or resignation.

2. Subscribers to any lunatic asylum shall elect annually the members of their visiting committee, and fill vacancies caused by death or resignation.

3. If no election has taken place the previous year's visitors shall continue to act.

4. Clerks of general committees bo enabled to convene meetings of the committees where adjournment has been accidentally omitted, etc.

5 A quorum of seven J.P.s be enabled to limit the sums to be spend on purchase of land or houses, or exension or alteration of existing buildings.

6. Any excess of expense in maintaining pauper lunatics over 14s. per week to be defrayed from poor rate of parishes to which lunatics belong.
