All new orders made by the Trustees required the approval of the Protector and Council of State. The Protector and Council also issued orders for augmentations independently of the Trustees, increasing inadequate salaries and ordering the payment of arrears, and considering appeals concerning any inefficiency or omission by the Trustees. The final authority for the division of parishes also rested with the Protector and Council (see vol 4).
