Administrative / biographical background (Historical or biographical information about the creator of the record and the context of its creation)

Until the National Health Service (NHS) took over in July 1948, Kent and Canterbury Hospital was wholly responsible for raising its own income. It did this through a variety of methods but mainly relied on subscribers, contributors, benefactors and fund-raising events.
From 1920, a Propaganda Committee (see MH/T4/AMc 9) was appointed to help the hospital secure the funds it required. Eighteen years later, the responsibility for fund-raising was transferred to the newly-formed Contributory Scheme Committee (see MH/T4/AMc 3) and the Appeals Committee, both sub-committees of the Board of Management (see MH/T4/AM 3). These two committees were appointed to administer the new Contributory Scheme which replaced the former Household Box Scheme and the Workpeople's Contributory Scheme.
