Administrative / biographical background

On 1 April 1996 the new authority of South Gloucestershire was established, one of four new unitary authorities replacing the County of Avon. South Gloucestershire covers the old district councils of Kingswood and Northavon and has a population of approximately 220,000 people. South Gloucestershire Council is responsible for education, social services, housing, planning, transportation, environmental services, libraries and heritage services, leisure centres and youth services. The Council also contributes towards the Fire and Rescue Services, a Magistrates Court, the Probation Service and the National Rivers Authority.
