As a result of proposals and discussions between the L.P. and the T.U.C., a measure of co-ordination was achieved during 1921, which involved the pooling of resources in new joint departments of research, international affairs, press & publicity, and library. A joint legal department was also considered, but was not established. A National Joint Council of the T.U.C.P.C., the L.P. & P.L.P. was also set up as part of this movement towards unity. The file is an amalgamation of two separate units, probably artificially divided. One dealt in the main with co-ordination in general, whilst the second was more concerned with the Labour Research Dept. The file's provenance is the office of Arthur Greenwood, then an officer of the L.P., and to become Secretary of the Joint Research & Information Dept.
