The West Gloucestershire Drainage Board was constituted by the River Severn Catchment Board (West Gloucestershire Internal Drainage District) Order, 1935, with effect from 1 April 1936. It replaced the Commissioners of Sewers for the Leadon Valley and for Walmore, the Commissioners of Sewers for the Lower Level of the County of Gloucester in their former area on the west bank of the Severn, the Minsterworth Drainage Board and the Lay Drainage Board.
