Under the Chester Improvement Act, 1845, which came into force on 1 Jan. 1846, the Council was empowered to appoint a committee to deal with the provisions of the Act. The formation of this committee was recommended to the Council by the Improvement Act Committee on 7 Jan. 1846, and the Improvement Committee was appointed by the Council on 9 Jan. 1846. The first meeting of the committee is dated 16 Jan. 1846
