Description (What the record is about)

The original revenues of the River Commissioners were derived from tonnage duties on shipping, and pilotage and goods duties. Passage boats and wherries to and from Harwich were exempted (until 1877). After the river improvements had been carried out, and investments for maintenance purchased, most of the duties ceased to be charged.
The Dock Commissioners were financed, after the opening of the Wet Dock in 1839, by the important duty on coal, coke etc. (one shilling per ton) as well as by tonnage and pilotage duties.
