Description (What the record is about)

States that in order to carry out certain reforms, the Colony must be able and willing to bear additional taxation. Apart from additional taxation, there are two methods by which the Colony's revenue could be increased. Firstly, 'improved inland transport' and secondly, 'State control of the liquor trade'.
