Description

Commissioners of Enquiry into the state of the 'captured negroes' in the West Indies: Tortola Schedules (enclosures in Commissioner Moody's despatch of 17 August 1823). A contents list details the schedules as follows:

  • 1st. Return of African and Creole Negroes, who, not being now in Tortola, have not been examined but who were captured on board different Vessels, which have been condemned in the Court of Vice Admiralty at Tortola, for the causes there assigned, since the abolition of the slave trade on the 25th March 1807 to 6 August 1823, in the schedules lettered A & B;
  • 2nd. Return of African and Creole Negroes captured on board different Vessels ... but Appeals having been made the sentences have been reversed ... in the schedules lettered C & D;
  • 3rd. Return of Vessels having Negroe Slaves on board, captured since the abolition of the slave trade and prosecuted in the Court of Vice Admiralty in Tortola, but the sentences remain incomplete on the 6th August 1923, in schedule E;
  • 4th. Return of African & Creole Negroes on board Vessels stated to have been prosecuted in the Court of Vice Admiralty at Tortola, since the abolition of the slave trade, but from the Records of the Court it does not appear that such Negroe Slaves were condemned to His Majesty for the purposes of the Act 47 Geo 3 Cap 36, in schedules lettered E [sic], F & G;
  • 5th. Return of African Slaves wrecked within the Government of Tortola since the abolition of the slave trade, in schedule H;
  • 6th. Return of the State and Condition of the Africans captured on board the American Schooner Nancy, in schedules lettered from I to L;
  • 7th. Return of the State and Condition of the Africans captured on board the American Brig Amedie, in schedules lettered from M to P;
  • 8th. Return of the State and Condition of the Africans captured on board the English Schooner Anthony in Schedules lettered Q & R;
  • 9th. Return of the State and Condition of the Africans captured on board the Spanish Ship Manuella, in schedules lettered from S to HH;
  • 10th. Return of the State and Condition of the Africans captured on board the Spanish Ship Venus, in the schedules lettered from I to WW;
  • 11th. Return of the State and Condition of the Africans captured on board the Spanish Schooner Candelaria, in the schedules lettered from YY to LLL;
  • 12th. Return of the State and Condition of the Africans captured on board the Spanish Ship Atrevido, in the schedules lettered from MMM to JJJJ;
  • 13th. Return of the State and Condition of certain African and Creole Negroes, seized by the officers of His Majesty's Customs, and condemned in the Court of Vice Admiralty at Tortola, in schedules lettered from KKKK to LLLL;
  • 14th. Supplementary Remarks Schedules connected with judicial proceedings, in schedules lettered MMMM & NNNN & OOOO;
  • 15th. Answers to Enquiries, by persons filling public situations in Tortola, & who have not any African Apprentices in their employment, in schedules lettered PPPP & QQQQ.
The detailed returns vary in format but generally give English and African names of each individual; apparent age; height; 'marks and particularities of feature'; to whom apprenticed and period(s); number of indenture and whether 'perfect' or 'imperfect'; craft, trade or employment; if baptised; religion [i.e. whether attending church or meeting]; how far advanced in knowledge of craft, trade or employment; character given by master or mistress; character by other persons; remarks. Many returns include 'actual condition and character in the opinion of the Commissioner' derived from interviews with the individuals; for example: 'Not vaccinated. Healthy. Well fed on board the Sloop, and well clothed as he states he has six suits of clothes, besides those he has on; employed as a Cook and Seaman- an excellent and most valuable servant, highly intelligent, honest and industrious.' 'Not vaccinated. Healthy. Well fed from his Master's table, for clothing he depends on his own exertions as his Master allows him time to work for himself. Apprentice himself says"the Country too bad now he no can get work or pay for it&#34. Apprentice appears a fine healthy strong young man. Is a Cook, and a well disposed person.'
