Description

Commissioners of Legal Enquiry in the West Indies, unnumbered volume, Report on St Lucia, 2 January 1830, Commissioners Henry and Dwarris. Volume consists of a letter from Henry forwarding his report on St Lucia and various appendices, together with a letter from Dwarris expressing his general agreement with the report. Enclosures include:

  • manuscript copy of the report on St Lucia [the fifth report of the Commission], with contents list;
  • a further private report by Commissioner Henry;
  • examinations of the 'public functionaries', in question and answer format;
  • manuscript copy of a proclamation of General Prevost of 1 July 1800 informing the inhabitants of the continuance of their existing laws [in French];
  • manuscript copy of a proclamation of General Grinfield and Sir Samuel Hood on the capture of the island, 23 June 1803 [in French];
  • Article 8 of the Treaty of Paris between England and France, 30 May 1814;
  • costs of an action in the Court of First Instances at the time the commissioners were in St Lucia;
  • note of the duties of the 'Ministère Public' in the French colonies [in French];
  • detailed returns of the numbers and details of criminal and civil causes and police matters determined in the Courts of First Instance and Appeal during the years 1821 to 1824 [in French];
  • report of the 'curateur aux successions vacantes' on the duties of his office [in French];
  • two decrees of the Court of Appeal relating to vacant inheritances [in French];
  • additional examinations relating to the Gaol [in French];
  • definition by the procureur general of the term 'immoveable property' [in French];
  • a new law respecting the proceedings in execution against real property;
  • correspondence and papers in 24 cases of complaint relating to the administration of justice at St Lucia and referred to the commissioners [in French].
