Description

Folios 316-317. Letter from Thomas Butterworth Bayley of Hope, near Manchester, stating that the cost of educating and settling a large family of 9 sons and 2 daughters has pushed him to consider giving up his country house and moving to somewhere like Bath. Bayley remarks that he had hoped, as a result of correspondence between Lord Hawkesbury, Chancellor of the Duchy of Lancaster, and Francis Russell of the Duchy Office, that a Manchester police establishment would have been set up in which he would find a place, allowing him some reward for his work and enabling him to continue in public service in the locality. He reminds the Home Secretary that he has served as a magistrate for 28 years and, although at the age of 50 he is not ready to give up work, he is no longer minded to do it for nothing. He had contemplated applying for a post under the Westminster Police Act [correctly the Middlesex Justices Act 1792] but had thought some of the conditions unnecessarily restrictive. Finally he notes that Dundas has brought in a Bill to establish a penitentiary near Battersea and, given his own experience in building and regulating gaols, Bayley would not be averse to a position of appropriate seniority in such an establishment.
