Folios 274-278. Letter from John Buckle, Mayor of Norwich, reporting a meeting of 200 people at Isaac Saint's house, the arrest of Robert Tidd and Thomas Green in the act of nocturnal billposting, their examination before him, and the discovery of various publications during a search of Green's house. Buckle has confined the men for further examination but seeks official guidance on how to proceed. He appends a copy of the text of the handbill dated 17 May convening the meeting on 20 May at Saint's Pelican public house in St George's parish. Enclosed is a printed paper entitled 'Substance of Earl Stanhope's Speech in the House of Lords, Saturday, May 17, 1794, on the Suspension of the Habeas Corpus Act', the bill being posted by Tidd and Green. Also enclosed is the examination and confession of Thomas Green, worsted weaver, of St Andrew's, Norwich, before the mayor on 25 May, setting out how he acquired and disposed of the handbills.
