Upon the formation of the Ministry of Land and Natural Resources (MLNR) in February 1965 responsibility for leasehold reform passed to that Ministry from Housing Division 5 of the Ministry of Housing and Local Government (MHLG). Within the MLNR, the matter was dealt with by Land Use Division. Following the dissolution of MLNR in February 1967 the responsibility reverted to MHLG.
