These documents are from a file of German language messages made in Oct 1942 at the request of the Foreign Office and probably the Attorney General's Office to be used at the end of the war by the Commission for the investigation of War Crimes. This file was lent to the United States National Security Agency in 1981/82 for photo-copying and passing to the US Department of Justice, in association with US investigation of war crimes. In fact the US did release photo-copies of some of this material to their public in Nov 1996 for the period July - Sept 1941, providing evidence of German war crimes against Jews on the Russian Front.
