Description

Correspondence from 'offices' (Government departments and other organisations) and individuals on matters relating to Trinidad. Correspondents and subjects are as follows:

Offices:

  • Admiralty (visit of HMS Sphinx and Minstrel, refusal of commander of German war ship Albutross to proceed to quarantine station);
  • Crown Agents (plans and photographs of proposed Government House [not in item, returned to Trinidad], investment of moneys on account of local government under Ordinance 25 of 1872, asks authority to pay off tramroad debentures, asks authority to order spare gear and tools for colonial steam tug, forwards original drawings of proposed Government House [not in item, returned to Trinidad], draft ordinance to raise £150,000 for construction of railway, monthly payments to Mrs Johnston on account of her husband's pension, copies of railway loan ordinance for transmission [with copy of ordinance], have not found suitable person for post of head nurse, authority to pay Messrs Weiss £155 2s 9d for surgical instruments, tender and estimates for construction of railway from Port of Spain to Arima [with printed copies of specifications and general conditions, estimates at varying gauges, and correspondence], authority to issue Mr Tench's salary, appointments of Mr Gregory as consulting engineer and Mr Tanner as chief resident engineer, tenders for ironwork of Guaracaro Bridge, payment of Mr Boucaud's exhibition, Mr Hutton Gregory's acceptance of post of consulting engineer, services of engineer to report on urban sanitary conditions, Mr Ellis's system of filtering and deodorising sewage tanks [with drawings], proposed draft contract with Mr Caldwell for construction of railway, enquiry of Mr Unsworth as to whether he will be required to go to Trinidad to report on sewerage, copies of railway contract [not in item, sent to Trinidad], observations on railway loan ordinance, requisition of stores, seeks authority to transfer £1150 to St Vincent account, supply of stone for new Government House, requisition for printing materials, requisition for quinine);
  • Board of Trade (case of the brig Pansy allowed to leave without a certificated mate);
  • Law Officers (report on governors' powers to commute death sentences);
  • Treasury (pension for Captain C F Newland stipendiary justice, approves customs duties ordinance, Captain Newland's request for additional pension, silver coin will be supplied in three penny pieces instead of four penny, pension for Mr Ignatius Basanta - sub-receiver and harbour master at San Fernando,);
  • Foreign Office (hostile proceedings of Venezuelan refugees, appointment of confidential agent for Venezuela residing in Trinidad, approves steps taken by acting governor with reference to Venezuelan refugees, commercial relations between Venezuela and Trinidad, alleged aid given in Trinidad to the Revolutionary Party of Venezuela, complaints of Venezuelan foreign minister as to governor's conduct in regard to Venezuelan refugees, approves of governor's proceedings during civil war in Venezuela, case of the Violet, deportation of convicts from Cayenne to Trinidad);
  • Home Office (information about fees usually paid in UK for chemical analysis undertaken for Government);
  • College of Physicians (regulations for medical examinations to be held in the colony, examination papers for transmission);
  • General Post Office (explains delay in transmission of Colonial Office telegram to governor);
  • German consul general (requests transmission of paper addressed to Mr Jacob Conrad in Trinidad);
  • Local Government Board (need to improve drainage);
  • Royal Botanic Gardens, Kew (appointment of head gardener at Botanical Gardens in Trinidad).

  • Mr H J M Harris (seeks appointment as stipendiary magistrate);
  • Frederick Harcourt Hamblin (seeks appointment as sub-intendent of Crown Lands);
  • Mrs Elizabeth Johnstone (application for grant of a compassionate allowance or part of her late husband's pension);
  • James Robert Longden, governor (draws attention to new map of Trinidad published by Mr Wyld and suggests supplying copies to certain departments there, his comments on Mr Fraser's report on returns relating to prison discipline, recommends limiting the number of free passages for railway labourers to 500 males with their wives and families, steps for preventing the sending of 'improper persons' by railway contractors at cost to the colony, agrees that proposed lighting of Port of Spain with gas should be a Government undertaking, forwards application from Reverend Dr Horsford for preferment in another colony, forwards application of Mr Budge for appointment as stipendiary magistrate at San Fernando);
  • Kennedy McNab (claim of Mr Lachlan McBean to certain land, seeks name and address of a legal gentleman to whom the recovery of property could be entrusted, seeks name of a respectable law agent in the colony);

  • Mr A G Newton (seeks reply to previous letter about Port of Spain gas works);

  • Miss Owen (seeks appointment as receiver general for Mr Henderson and asks if Civil Service examination is necessary);
  • Reverend S L B Richards (states his intention to return by packet of 17 July and encloses copy of bishop's appeal to proprietors and others showing how his time has been employed in England);
  • Alice Ray (will not be ready to take up her appointment as superintendent nurse until 20 December);
  • William Sugars (requests governor's reports on his abilities as school teacher);
