Description

Offices and Individuals. Letters received from various government offices (departments), other organisations and individuals relating to Jamaica. Correspondents and subjects are as follows:

Offices:

  • Admiralty (a complaint by Lindsay, Swan, Hunter Limited concerning unfair competition in connection with the salvage operations at Jamaica, observations on the proposed channel through the Palisadoes into Kingston Harbour, difficulties experienced by Lindsay, Swan, Hunter Limited in obtaining oil fuel and a request from the naval officer that they be supplied with this from the naval stocks);
  • Crown Agents (information regarding J A Howard's repayment of an advance, a complaint that he has ceased to make payments regarding this, a request by J A Howard to reduce the instalments of his repayment, issue of a loan under Ordinance 25 of 1923, pension of J D Kerrick, observations on the draft Bill 'The Local Debenture Law 1924', a complaint of Beynon and Company concerning tenders for Portland Cement);
  • Foreign Office (denial of existence of plague at Teneriffe and Las Palmas, request that the Jamaican government be instructed to ensure that fishermen of the Cayman Islands comply with the regulations of the Colombian government in respect of the alleged irregularities of the Cayman Island fishing vessels in the Archipelago of San Andres, suggestion that the question of establishing a lighthouse at Morant Cay may be settled by handing over Morant Cay to the United States in return for Taganac Island, an assertion that the cession of Morant Cay to the United States is impracticable);
  • Medical Adviser (the possible incapacitation of P Urquhart, an assertion that P Urquhart will never be fit for service in Jamaica, a request for an independent opinion of the case of P Urquhart);
  • Board of Trade (the issue of lifeboat accommodation on Indian emigrant vessels);
  • Treasury (authorisation of pension for T J Hazlett);
  • War Office (a proposal to purchase further land for military purposes);
  • Custom House (the practice regarding valuation of imported goods of charging ad valorem duties);
  • Government Actuary's Department (observations on the proposed Bill to establish a grant-in-aid annuity fund);

  • Elected Members of Legislative Council (information concerning the salary of the Director of Railway);
  • General Post Office (wireless licensing arrangements, A Verley's application for an experimental wireless licence);
  • Jamaica Chamber of Commerce and Merchants Exchange (solicits messages from Winston Churchill and Stanley Baldwin expressing views on Empire co-operation and mutual development for publication in monthly journal [enclosed copy of journal from October 1924]);
  • Ministry of Pensions (suggests that the colonial audit scheme should be extended to cover payment of disability pensions);
  • Daily Telegraph (memorial of Rate Payers Association of Old Port Royal [Upper Yallahs Valley] concerning improper charges on revenue sanctioned by the government with the support of the official majority);
  • Direct West India Cable Company (requests first consideration for its proposal for a wireless concession in Jamaica);
  • British Medical Association (an enquiry whether the suggestion of the association, concerning the salaries and conditions of the Jamaican Medical Service, will be acted upon).

  • Duke of Atholl (requests that Jamaica Sugar Estates not have to pay import duty on locomotives, rails and other materials);
  • F J Brown (transfer of Admiralty wireless telegraph station at Christiana to Marconi, S Wilson's complaint about the Jamaican telephone service and the subsequent reply);
  • H F Batterbee (requesting information concerning the political situation);
  • W Bullock (declines offer of appointment as resident magistrate in Jamaica and asks to be considered as Attorney General or Judge);
  • P M Cooper (requests leave and a interview for promotion);
  • C Cayzer (outbreak of foot and mouth disease consequent on the importation of bulls from India);
  • H E Dale (forwards copy of recommendation made to the government on the subject of the interest on the insurance fund, submits interim report on the question of the retention of the super tax, forwards recommendation made to the government on the financial aspect of the state control of liquor traffic, forwards recommendation made to the government on the subject of rates on government property, forwards copy of recommendation made to government on the subject of emigrants' deposits, forwards recommendation made to the government on the subject of the adjustment of accounts between the government and the Corporation of Kingston and St Andrew, forwards copy of recommendation to the government on the subject of railway stores, submits account of expenses in connection with his visit to Jamaica, observations on the Bill to amend the Parochial Loans Law, copy of the report on finances in Jamaica, submits memorandum on the need for reform in the system of registration of official papers in Jamaica and suggests the loan of a colonial official for six months to institute an improved system, sends copy of memorandum concerning the Sinking Fund under Law 18 of 1922);
  • P C Dewhurst (furnishes information concerning his resignation);
  • Reverend W Graham (remarks on the advantages of closer relations between Canada and British West Indies);
  • J A Howard (states that no further instalments of his repayment of his advance of passage money will be made until an enquiry has been made);
  • C A Matley (possible petroleum deposits in the valley of St Ann's Great River);
  • Leslie Probyn (points out the restricted amount of leave he has had since 1914 and asks if he can be granted any half-pay leave from 27 July, requests to see G Grindle before he sees the secretary of state on 16 July);
  • P Richardson (requests action concerning the unfair competition to which British salvage companies are subjected);
  • S Stockman (forwards correspondence with J W Edwards concerning the introduction of foot and mouth disease into Jamaica);
  • H H Scott (furnishes information regarding incidences of ackee poisoning [ackee, or akee: a tropical tree]);
  • F C Tomlinson (sends a copy of 'the petitioners case' concerning his conviction for libel);
  • M P Tennant (concerning his transfer to Uganda);
  • P Urquhart (asks if report on him has been received and for instruction as to resuming his duty);
  • Wyllie, Guild and Ballantine (Jamaica Sugar Syndicate);
  • S A Wilson (notes on the proposed revision of standing orders of the Legislative Council).
