Description

Despatches sent by Anthony Musgrave, governor of Jamaica, during November and December 1882, together with correspondence on subjects relating to Jamaica sent by Offices (Government departments and other organisations) and by individuals during the whole of that year. Despatches are described at item level; other correspondence is not, and correspondents and subjects are as follows:

Offices:

  • Admiralty (letters patent for the annexation of Morant and Pedro Cays; removal of guano and phosphate from Morant Cays; visit of HMS Tenedos to the Swan Islands);
  • Crown Agents (redemption of certain debentures; railway extension; issue of debentures under Law 19 of 1880; Government 4% loan; transfer of £20,000 from the Savings Bank account to the Constabulary Pension & Reward Funds; salary during leave of Messrs D P Trench and H M Rowe; reports that £431.6s.9d has been paid to Messrs Levy in connection with the case of the Octavia);
  • Privy Council Office (forwards orders in Council confirming Acts 13 of 1880 and 11 of 1882 both relating to currency; forwards Order in Council constituting the Supreme Court of Jamaica as Court of Appeal f rom the Supreme Court of British Honduras);
  • Treasury (annexation of Morant and Pedro Cays; constabulary guard over convicts; case of the Florence [Colonial Office minutes only; printed for Parliament as C. 3453 of December 1882]; cost of guards over convicts on military works;
  • Foreign Office (right of Great Britain to sovereignty over the island of Navassa; case of the Octavia; claims of the widow of George Levy; sanitary matters; Mr de Cordova's claim regarding the Octavia);
  • Home Office (fugitive offender David Heilbron);
  • War Office (constabulary guard over convicts on Royal Engineer works and cost involved; Colonel Hackett's vote in the Legislature as senior military officer; telegraph extension from Gordon Town to Newcastle);
  • West India Committee (reports on financial and general condition of the colony; railway extension legislation):
  • Local Government Board (byelaws for securing the decent lodging and accommodation of persons engaged in hop-picking);
  • Royal Botanic Gardens, Kew (forest conservation);
  • Deputation from the West India Committee and others (increases in expenditure, lack of proper estimates, need for reform in the Council, and general condition of population);
