Report of William Rule, [Henry Legge] and [Thomas Hamilton], Commissioners of the Navy Office, on Ann Withy, convicted for the unlawful possession of naval stores during 1808. Grounds for clemency: the prisoner was of previous good character, is contrite, unlikely to commit the crime again, has a testimonial from Mr Newman, Keeper of Newgate Gaol and she has been confined for some time. Initial sentence: transportation [term not given]. Recommendation: mercy. Folios 21-22.
