Commissioner Philip Vanbrugh, Plymouth. On Wednesday the St. Albans was paid and the Savage sloop arrived. Last night, the Assistance, St. Albans, Sphinx and Badger sloop sailed and the Hazard sloop arrived. Today, the Surprize and Savage sloop were paid
