Folios 290-296. Memorandum from Messrs Metcalfe, Lushington and Petrie that on 19 April they had sent the enclosed paper with proposals for the defence of Portland Place, London, to Lord Mansfield with a request for an interview. Hearing nothing by 10 May they applied again, receiving the enclosed note in reply. Before calling the inhabitants to a meeting, they wished to know the views of government and requested an audience with Mr Dundas for the purpose. Enclosed is Lord Mansfield's note of 14 May stating that the plan is liable to great objections, an opinion shared by several of his friends. Also enclosed are proposals for the widespread establishment of local defence volunteers as a means of stifling revolution at source, taking Portland Place as an example of the plan. Also enclosed is a set of 9 resolutions to be put to a meeting of the inhabitants of Portland Place.
