Nature of request
[This petition is fragmentary and hard to read] The knights and esquires of Cumberland, with the Mayor and citizens of Carlisle, state that it was ordained by statute in the time of Richard II that sessions would be held by justices of the common assize and of gaol delivery throughout England, in the shire town of each shire; and so they were held in Carlisle. Now, however, they have been held in other places, to Carlisle's great peril and danger, both at the hands of the Scots, and through the escape of prisoners in the gaol there, as all the knights and esquires, and the Mayor and citizens, and all other free tenants, have to be at the assizes, wherever they are held. They ask the commons to ask the king, with the assent of the lords spiritual and temporal, to grant and ordain by authority of the present parliament that the session should be held at Carlisle, the shire town, and nowhere else.
