- The poor people of Hertfordshire complain that William Howard and his companions have been appointed as justices in several counties to hear pleas of the crown and assizes, and that they are so busy with the pleas of the crown that they do not have time to take the assizes. They ask that Henry Spigurnel and his companions might deliver the poor people on their next coming into Hertfordshire.
