Nature of request
The commons of Kent state that it was previously ordained for the profit of the commons of England that no plea would be held at the gate of any castle except of people holding of the 'garnesture' of the castle touching the said 'garnesture'; but now the ministers of castles, both the king's and those belonging to other great men, in various places in the said county make people, who do not owe suit, ward, or any other service, answer before them within the castles by extortion and distraint; and they often take distraints at greater than the value distrained for. And they make process by capias in personal actions, and seize people and put them in prison within the said castles, taking heavy fines and redemptions for their release, and they empanel people by their ministers rather than by the sheriff or another minister of the king's to try these personal actions, and they harass them with amercements and distraints to their great destruction and disinheritance. And this is all for their own profit, not that of the king or the lords and constables of the castles. They request a remedy.

Any one who feels unreasonably aggrieved in this case, should come and show his grievance to the king's council, and he will be given what is just and reasonable.
