Nature of request
Three petitions from merchants of Ypres:1) Michael Belle states that in 1318 Arnold de Spayne had several sacks of wool belonging to him arrested at Hull for a trespass that he claimed that the burgomaster and echevins of Bruges had committed against lady Perote Brune of Bordeaux, whose attorney he was, and Michael was forced to pay costs, expenses and damages amounting to £300, wrongly and without reason; which he cannot do by reason of the franchise of the merchants of Ypres, as appears from the judgment of the court. He asks that Arnold might be compelled by the king to pay Michael this sum, or as much as he can show evidence for.2) Clay de Joeng states that in the same year Gaucelin Pagan had wools and goods belonging to him and his companions arrested, for a trespass that he claimed was committed against him at sea by Flemings; which he cannot do because of the franchise. Nevertheless he forced them to pay £100 sterling. They ask that he might be compelled to repay them.3) Peter Anguille states that he sent money to London to trade with, under a safe-conduct granted by the king, and Hamo de Chikwelle, then Mayor of London had that money arrested, in the full knowledge of the safe-conduct, which he cannot do, causing Peter damages of £9 sterling. He asks that the said Mayor might be compelled to repay him.

Note
This petition mentions arrests that took place in 1318 and during the mayoralty of Hamo de Chigwell - probably his first mayoralty, in 1319-1320. This would seem to date the petition to the autumn of 1320 or later. CCR 1318-23 p.181 is dated 25 February 1320 and both there and on pp.337-338 a judgment given at the parliament of the octaves of Michaelmas 14 Edward II (1320) is referred to; it is mentioned also in the petition. CCR 1318-23 pp.347-348 is dated December 12 1320. All this suggests that the petition is likely to have been presented at the parliament of October 1320 or later, possibly in the context of the negotiations mentioned in CCR 1318-23 pp.347-348.
