Folios 217-221. Letter from John Kirkland, Clerk to the Guardians of the Southwell Union, to the Poor Law Board, enclosing copies of accounts and correspondence received from the Worksop Union. These claim that the sum of £13:5:6 is due from the Southwell Union to the Worksop Union for the relief given to paupers belonging to the Southwell Union but resident in the Worksop Union during the 2 quarters ending September and December 1855; although not sent until now, even though the subsequent quarterly accounts have been sent and paid. The Southwell guardians feel that the Worksop Union have kept their accounts in a 'very irregular manner' and due to the lapse of time since this amount was due, query the justification of paying it. They ask for the Board's opinion. Included are:
  • (i). Hand-written account between the guardians of the Southwell and Worksop Unions giving details of the relief to non-resident poor from December 1849 to September 1856. Notes that 'no accounts sent' for September and December 1855.
  • (ii). Copy of letter from John Whall, Clerk to the Guardians of the Worksop Union: 30 January 1857, drawing attention to the enclosed accounts and claiming a balance is due from Southwell for £22:15:8. Asks for a cheque for the balance to be sent to their treasurer.
  • (iii). Copy of a letter from John Whall to John Kirkland; 6 February 1857, requesting he examine the non-settled accounts, and feels that only recent errors have 'crept' into this account through the mismanagement of a clerk.
  • (iv). Copy of a letter from John Kirkland to John Whall; 12 February 1857, claiming he has examined the account and it has given him 'some trouble'. He has found vouchers for May 1850 and July 1854 not been credited and therefore reducing the balance due to £11:5:5. Also found errors in the entering of accounts for September and December 1852 which adds £2 to the balance, making it £13:5:5½;. He cannot find any accounts received for September and December 1855. Asks for details of these and an amended statement of accounts.
  • (v). Copy of a letter from John Whall to John Kirkland, 14 February 1857, enclosing copies of accounts for September and December 1855. He asks for a cheque for the sum of £13:5:6 and agrees with the other errors highlighted. He apologises that the accounts have given 'so much trouble', and claims he has only just discovered the irregularities which were committed by a clerk, now dismissed for misconduct in various ways.
Annotated notes to the above (i) 20 February 1857, referring to the Wycombe Union and Stow Union case reported in the 'Law T & JP'. Before giving an opinion on the effect of that decision, should await the publication of the regular reports as there is reason to believe the reports in the 'LT & JP' are not entirely correct. Meanwhile, feels feels the Southwell Guardians are justified in withholding payment. (ii) WGL [William Golden Lumley], 23 February 1857, to send copy of correspondence to the auditor for his observations.
