Folio 210. Letter from John Kirkland, Clerk to the Guardians of the Southwell Union, to the Poor Law Board. He acknowledges receipt of their letter of 28 January 1857, and statES that the guardians have nothing further to say in reply to the matter other than what is contained in the letter dated 6 January 1857, to which the Board is referred, (relating to the case of Elizabeth Duckenfield).Detailed annotations:
  • Undated and unsigned; notes a 'good deal of confusion' in this correspondence as 2 different unions and district auditors were involved, and letters have gone to various people, Mr Cane, Mr Sutton, Mr Fletcher and 'LD'. Suggests an enquiry should be made by the poor law inspector into the conduct of the relieving officer of the Newark Union and the fraudulent proceedings of Betty Wells and Thomas Allwood. Thinks the relieving officer should admit his neglect and refund the Southwell Union the money, which they have wrongfully paid. Notes the case is a 'curious illustration of the mischiefs of non-resident relief & its facilities for fraud'. Also notes that there appears to have been as much neglect by the Clerk of the Guardians of the Southwell Union as the relieving officer of the Newark Union.
  • 14 February 1857: WGL [William Golden Lumley] does not feel the Board need continue further with this investigation. States the relieving office should repay the surcharge. With regard to any prosecutions, states the Newark Union should consult with their legal advisor and if there is enough evidence against Allwood, should proceed at the cost of the Common Fund.
