Folios 204-208. Letter from John Kirkland, Clerk to the Guardians of the Southwell Union, to the Poor Law Board. This encloses another letter and forms from James Baily, one of the valuers of Edwinstowe [Edwinstow], contracted by the Southwell Union. Mr Baily and Mr Mellows, the valuers, wish to alter the forms for valuation, and as the guardians see no objections to this, they seek the Board's sanction.Enclosed are 2 uncompleted hand-written forms. One is titled 'No 1 Commissioners Form'; and the second is titled 'No 2 Another Form'. The second form has a signed comment from Mr Clutton, 'No 2 most certainly'.Also enclosed is a letter dated 4 February 1857 from James Baily to John Kirkland stating that the parishioners of Edwinstowe feel the current valuation form is unsuitable and wish to adopt Form No 2 which will contain the owners names alphabetically, and separate value of each field. He states that the change does not affect himself or Mr Mellows, but they wish to satisfy the parishioners. Encloses a note from an overseer supporting Form 2, and refers to the comment made on Form 2 by the agent for the largest landowner, Mr Clutton.There is an annotated note 'WGL' [William Golden Lumley] stating the valuers have nothing to do with the parish overseers; they are only to value the properties as they find them. Concerns are expressed over future difficulties if the contract terms are changed. However, the Board does not object to various properties being grouped under the same owner when situated in the same part of the parish.
