Forwards reports by the inspector general of police and the protector of immigrants claiming that certain Indian indentured labourers sent to Trinidad are 'undesirable' in the sense that their experience in the army or in clerical work makes them unsuitable as agricultural labourers. Encloses details of two Sikhs who claim to have been misled by recruiters. The inspector of police notes that he would very much like to have Sikhs in the police force, but that this is impossible until they are competent in English.
