Difficulties of attacking Quebec. He has had to pay part of his allowance from his own pocket. He has sent the Humber and Devonshire home. He has been obliged to call a court martial. He has sent for ships from the New York and Virginia stations. He has appointed Captain Southack to command the Province Galley. He has been obliged to charter the Queen Anne Galley. He must send Chester to New England for repairs. Dated on board Edgar off the Bird Islands. No. 56
