Nature of request
The merchant vintners of the Duchy of Guyenne make two requests:1) They state that, among other articles of the franchise granted to them by the king's father and confirmed by the present king, it is included that they can sell their wines in gross to all people, foreigners and denizens, without hindrance from the Sheriffs of London; but that since the charter was confirmed the Sheriffs have levied 2s. a tun from foreigners who buy their wines, over and above the normal custom: which has never been done before. They ask that this might be stopped, and that the money might be restored to those who paid it.2) They state that the Sheriffs of London used to take their custom of 2d. for each tun of wine after the merchants had sold part of their wines, but that they now demand it before the wines are disembarked; and if any merchant disembarks his wines before paying this sum, the Sheriffs seal his cellars and tell him that the wines are forfeit; and he cannot have them until he has paid the custom and a redemption for the forfeiture. They ask that this might be stopped, and that they might have a respite from paying the custom until they have sold some of their wines, as before; and that the redemptions taken from them might be returned.
Nature of endorsement
With regard to the first petition: because the Mayor and Sheriffs of London, questioned before the auditors of petitions and others of the king's council concerning the exaction of 2s. on each tun of wine sold in London over and above the custom due on it, do not admit but utterly deny this capture, they are forbidden by the king to demand these 2s. in future, and, if they have levied them, they are to restore them. And the complainants are to have a writ on this in Chancery.With regard to the second petition: because it is contained in the king's charter granted to the citizens of London that no-one should put merchandise up for sale on which customs are owing, until he has paid the due customs, on pain of forfeiture of all his goods, the customs are to be paid before these goods are put up for sale.
