Report of William Robert Hay, [Chairman of the Lancashire Quarter Sessions at Salford] on 1 individual petition (the prisoner) and 1 collective petition (25 people) on behalf of Septimus Stephens, bookkeeper and salesman, employed by the Lanerk Trust Company as superintendent, convicted at the New Bailey Courthouse, Manchester on 25 July 1807, for embezzlement of the Lanerk Trust Company, to the value of £800. Grounds for clemency: youth (21 years), previous good character, he is a man of great integrity, honesty, sobriety and honour, he has previously handled vast amounts of money on behalf of his employer, because the prisoner was expecting a salary increase he borrowed money against it in order to help out relatives in poor circumstances, some of the money he lent a clerk under him or expended on entertaining his employers clients, he supports his widowed mother and her children, the prisoner volunteered the information to his employers that lead to his conviction and without his confession the prosecution could not have been successful. Initial sentence: 2 years in prison. Recommendation: no mercy. Folios 421-424.
