Description
Petitioners
Merchant vintners of the duchy of Gascony.
Addressees
King and council.
Nature of request
The merchant vintners of the duchy of Gascony who frequent and repair to England make seven requests:1) They state that the king has granted them certain franchises for 2s. on every tun of wine on which they pay freight, but that the customs officers will not take the same for 21 tuns as for 20, as the mariners to whom they pay freight do.2) They state that the customs officers make them pay 3d. in the pound on goods that they transport for their households, and not for sale.3) They are greatly oppressed as although they have the king's licence to come and go in peace and reside there, certain people of London, angry that they live amongst them, have indicted them in the trailbaston.4) Whereas the king has granted that they may sell their wine freely to denizens and foreigners alike, the people of Bristol allow them to sell but then take the wine bought by foreigners as forfeit, so that no foreigners will trade with them.5) They request that they can have their damages as well as their debts, for when they plead for debts in cities and boroughs at great costs, their damages are not awarded.6) They request that in each city, borough or town merchant certain clerks and notaries might be sworn, so that what is written with their hand and marked with their sign might not be gainsaid.7) They request that for the hearing of inquisitions a moiety be English from the locality and a moiety merchants otherwise they dare not reside in the land, for the hatred that is felt for them and their charter.
