- The lieges of Northumberland, Cumberland and Westmorland request that whereas for a long time they have been burnt, despoiled and devastated by sudden inroads of the Scots and suffered great mortalities, so that if any tax is put on them they will be ruined and the counties deprived of inhabitants forever, that they be pardoned all tenths and fifteenths and other taxes granted to the King in this present Parliament, and that they and the collectors be acquitted and discharged at the Exchequer.
